(a) Except as otherwise specifically designated in this chapter or indicated by the context of an ordinance, words used in ordinances of the City shall have their ordinary dictionary meanings.

By law” means applicable Federal law, the Constitution, statutes, and regulations of the State of Alaska, and applicable common law.

City” means the City of Saint Paul, Alaska.

City Attorney” means the attorney selected by the Council to advise and represent the City.

City Manager” means the City Manager selected and appointed by the City Council.

Clerk” means the City Clerk of the City of Saint Paul, Alaska, as selected and appointed by the City Council.

Code (CCO)” means the Code of Ordinances of the City of Saint Paul, Alaska, including all amendments, revisions, and additions thereto.

Council” means the City Council of the City of Saint Paul, Alaska.

Oath” includes an affirmation in all cases in which, by law, an affirmation may be substituted for an oath, and in such cases, the word “swear” and “sworn” shall be equivalent to the words “affirm” and “affirmed.”

Person” extends and applies to bodies politic and corporate, and to partnerships and associations, as well as to individuals.

Publish” means the setting forth of any matter for public notice in the manner provided by law or ordinance, posting in at least three public places.

Saint Paul” or “the Island” means the Island of St. Paul, Alaska.

Sea Lion Rock” means the island known as Sea Lion Rock and which is a part of the City of Saint Paul, Alaska.

State” means the State of Alaska.

Voter” means a qualified voter, as defined by Article IV of the Alaska Constitution.

(b) All words indicating the present or past tense are not limited to the time of the adoption of the ordinance codified in this chapter, but extend to and include the future as well as the present or past.

(c) All words referring to the masculine gender extend to and include the feminine gender and the neuter. All words in the singular include the plural, and the plural includes the singular. [Code 1979 § 1.04.]
