The definitions in this section are applicable to the terms as used everywhere within this tariff unless the context in which the term is used clearly indicates that another definition or meaning is intended.

Accessible” means capable of being reached quickly for operation, removal or inspection without requiring those desiring access to climb ladders, to climb over or remove obstacles or to unlock doors.

Applicant” means an entity or entities including individual natural persons, associations, companies, partnerships, joint ventures, corporations and public agencies who have applied for sewer service.

As-built” means a plan and profile reproducible drawing verified by a professional engineer registered in the State of Alaska depicting the physical location of facilities or equipment as reflected on survey notes, contractor’s notes line, and grade man’s notes and/or engineer’s notes.

City Manager” means the City Manager of the City of Saint Paul, Alaska, or his/her designee.

Code of Ordinances” is the Code of Ordinances of the City of Saint Paul, Alaska, as lawfully enacted by the City Council.

Commercial or industrial service” means the type of service rendered to a premises utilized primarily for business purposes or other than living accommodation.

Completion of construction” means the date upon which the manager of the utility determines, based on inspection reports, that the extension is complete and fully operable and he/she accepts the extension for operation and maintenance.

Connection. See “service connection.”

Customer” means an entity or entities including individual natural persons, associations, companies, partnerships, joint ventures, corporations and public agencies receiving sewer service from the City whether that service is commercial and industrial or residential as defined in these rules and regulations. A customer may also be referred to as a “user.”

Customer-constructed sewer main” means a sewer main extension constructed by a private person under a sewer line extension agreement or a subdivision agreement.

Date of acceptance” means, for a sewer main, the date on which the sewer main passes final inspection by the City and is available for customer service.

Date of connection” means the date on which a customer’s sewer extension passes inspection by the City, and on and after which the customer may receive sewer service upon payment of any payment in lieu of assessment required by these rules and regulations.

Dwelling unit” means one or more rooms and kitchen facilities in a building or portion of a building designed as a unit for occupancy by not more than one family for living and sleeping purposes.

Extension. See “sewer extension.”

Locate” means to discover and mark the horizontal course of a sewer service facility on the overlying surface.

Lot” means a specific piece of land depicted as an individual unit of property on valid property maps or recorded plats. The term “lot” also includes the terms “plot,” “parcel” or “tract.”

Main. See “sewer main.”

Normal business hours” means the hours between 8:00 a.m. and 4:30 p.m. on Monday through Friday, excluding City-recognized holidays.

Parcel. See “lot.”

Plot. See “lot.”

Residential service” means the type of service made available to single- or multiple-family dwelling units, such as duplexes or triplexes, not available for transient occupancy.

Service connection” means the pipe and appurtenances required to connect any individual lot or structure to the sewer system. It generally terminates at the property line or further or easement limit and does not include the necessary further extension of the system to reach property. May also be referred to as “connection.”

Sewer extension” means all pipes and appurtenances from the sewer main to the customer’s building. May also be referred to as “extension.”

Sewer main” means that part of the sewer system intended to serve more than one service connection. May also be referred to as the “main.”

Tariff” means the rate schedules, rules and regulations and other documents filed as a tariff with the Alaska Public Utilities Commission.

Tract. See “lot.”

Type of service” means either “residential service” or “commercial or industrial service” as those terms are defined in this section.

Unified billing” means the method of billing whereby the charges for two or more utility services are itemized and totaled on a single bill submitted to the customer.
