(a) Required Water Connections. One service connection shall be constructed and installed from the water main to each building on the abutting property or one service connection shall serve all buildings on one lot and the property owner shall, in every case, be responsible for the payment of billings for water service. New, replaced, or upgraded water service connections and extensions shall not cross property lines unless approved by the City. Abandoned or unused water service connections shall be disconnected at the main at the customer’s expense.

(b) Connection Permits. The developer or property owner or their authorized agent shall acquire a permit from the City for each water connection and for each water extension prior to its construction. The developer or owner must complete the permit application, designate on the permit application the size of the connection to be constructed and pay a fee as set forth in the schedule in CCO 13.15.140. In the case of connections larger than two inches, the City may require a deposit to secure payment of the costs of the service connection. This deposit is in addition to and does not substitute for deposits required as security for monthly charges. The customer is obligated to pay the actual cost of construction up to the point of service connection at the water main and will be billed for the excess over the deposit or refunded the excess of the deposit over the cost of constructing the connection. No water connection will be allowed without the required permit. This section only applies to individual service connections and has no application to water mains or line extension agreements as provided under CCO 13.15.120 and 13.15.140(b)(3).

(c) Compliance with Specifications. Water connections and water extensions shall be constructed and installed in compliance with the standard construction specifications of the City and/or the State of Alaska. New water connections and extensions, as well as repairs to existing connections, extensions and disconnections, must be inspected by a City representative before the water is turned on or new construction is covered over. An inspection fee, in an amount set forth in the schedule in CCO 13.15.140, shall be paid at the time of the application for a permit to construct the water connection or extension, disconnect a water connection or repair the water connection or extension.

(d) Governmental Permits. The developer, property owner or contractor shall acquire all permits and pay all fees established by any required governmental unit as a condition for the installation, construction or disconnection of a water service connection or extension. If any other governmental unit requires the City to obtain a permit and accept responsibility, the developer, owner or contractor shall reimburse the City for all costs incurred to obtain such a permit and provide a two-year guarantee secured by a bond or a deposit sufficient to cover possible damages or liabilities.
