(a) Applicability.

(1) Nonrecurring Fees and Charges. Special nonrecurring services will be charged at the charge set out in subsection (b)(1) of this section. Rates shall take effect immediately upon approval of the City Council and remain in effect until replaced by rates established by the City Council or its designee. The rates and fees for the water and sewer utility shall be recommended by the City Manager and approved by the City Council by resolution. Approval of the resolution shall require two readings of the City Council. The new rates will be added to the City master rate schedule and posted for the public.

(2) Special Services. The City will provide special nonrecurring services, specified in the rules and regulations but not set out in subsection (b)(1) of this section, at their actual cost of labor and material, plus 10 percent administrative overhead. The following list of services is typical but not all inclusive of the services available under this section. Nothing contained herein shall obligate the City to provide services outside this list.

(i) Installation of temporary service.

(ii) Connecting or disconnecting service outside regular business hours at the request of the consumer.

(iii) Relocation of company owned, or jointly owned, service systems, equipment, or appurtenances.

(iv) Making emergency repairs to customer’s equipment or repairing utility equipment damaged by the customer or his contractor or agent.

(v) Making temporary changes to accommodate consumer’s wishes.

(vi) Providing extraordinary inspection services.

(vii) Collecting bills from delinquent customers.

(viii) Testing capacity of utility facilities to accommodate additions or changes in the customer’s load.

(3) Service Charges. Charges for water service for all classes of customer are as set out in subsection (b)(2) of this section.

(4) Special Contracts. Special customers, whose service is subject to special terms and conditions because of their high water demand or special service requirements as described under CCO 13.15.050(b)(1), are listed in subsection (b)(3) of this section. The special terms and conditions applicable to each identified customer are on file in the office of the City Clerk.

(2) Service Charges. The rates and charges in the master rate schedule are the monthly service charges for water service only. Assessments, contributions in aid of construction, or charges for specific services beyond the scope of normal water services (e.g., special construction of a long service line; repair of damage which was the responsibility of the customer) are in addition to the rates in the master rate schedule, which is available in the City Clerk’s office and on the City website.

(3) Special Contracts. Commercial customers may receive water service pursuant to special terms and conditions in addition to the requirement of these rules and regulations. The contracts and agreements for water service applicable to each customer shall be maintained in the office of the City Clerk and the City Finance Department.
