(a) Declaration. The coastal management plan has been conceptually approved by the Council of the City of Saint Paul on September 30, 1987, the State of Alaska Coastal Policy Council, with addenda, on March 31, 1988, and the Federal Office of Ocean and Coastal Resource Management (NOAA) on May 13, 1988.

(b) Regulation. The City Code of Ordinances shall be amended by adding a chapter which shall consist of the Saint Paul coastal management plan, as adopted by reference.

(c) Enforceable Policies. The coastal management plan, Section V, Enforceable Policies, as approved by the Alaska Coastal Policy Council in November 1999, and by NOAA/OCRM, U.S. Department of Commerce in February 2000, is hereby approved and adopted by reference, and shall guide further action by the City including the enactment of implementing additions to or amendments of the City Code of Ordinances.
