(a) All ballots prepared under the provisions of this chapter shall conform to the following requirements:

(1) Shall be on paper of a good quality and of uniform grade, and the names shall be printed in black ink.

(2) Every ballot shall contain the name of every candidate whose nomination for any office specified in the ballot has been filed according to the provisions of this chapter, and no other names.

(3) Under the designation of the office, if more than one candidate is to be voted for, there shall be indicated the number of such candidates to be voted for such office at such election.

(4) The candidates’ names shall be placed in alphabetical order under the designation of the office for which they declared. At the end of each list of candidates for each office, there shall be provided one blank space for each candidate to be voted for, upon which blank spaces may be written the name of candidates or persons whose names are not printed thereon.

(5) The ballots shall be headed: “Official Ballot of the City of Saint Paul, Alaska,” and at the top thereof, above a perforated line, shall be a stub bearing consecutive numbers; said stub is to be torn from the ballot by the election judges and retained upon the return of the voter from the voting booth, and in preparing said ballot, the Clerk shall cause them to be numbered consecutively beginning with the number one.

(6) At the top of the ballot shall appear the following instructions to the voters: “Mark X in the square to the right of the name(s) of the candidate for whom you desire to vote. If the name(s) of candidates for whom you desire to vote do not appear on the ballot, insert the name(s) in blank spaces and mark X in the square to the right of the written name.”

(7) Any questions or issues to be voted on as directed by the Council or required by petition shall be placed after the candidates’ names with squares to mark yes or no, agree or disagree, as appropriate.

(b) All ballots used in any general or special election shall be furnished to the Election Board by the City Clerk who shall prepare and have them printed at the expense of the City. In preparing the said ballots, the City Clerk must in all respects conform to the provisions of this chapter. The City Clerk shall furnish to the judges of election at least 125 official ballots for each 100 voters registered for such election, and also shall furnish, upon tinted paper, sample ballots on which shall be printed in large type “Sample Ballot.” The sample ballots, save for color, shall be exact reproductions of the official ballot.

(c) The sample ballots shall be posted or distributed in conspicuous places at any time on or before the date of election by the City Clerk or by the judges of election. [Code 1979 § 5.11.]
