Any person coming to vote may be challenged as unqualified by any legal voter, and it shall be the duty of the chairman and each of the judges to either verify qualifications or provide a ballot to the voter that shall be marked “questioned.” The voter shall vote the ballot as in CCO 3.05.140, but upon return to the election judge, the ballot shall be placed in a secrecy envelope, which shall then be placed in a bigger envelope, and pertinent details shall be written on the envelope listing the voter’s name and address, and any voter ID presented. The chairman shall be present at the canvass committee meeting to present questioned ballots. [Code 1979 § 5.17.]
