(a) As soon as all the votes are read off and counted, a certificate shall be drawn upon each of the papers containing the poll list, and tallies, or attached thereto, stating the number of votes each candidate and/or ballot issue has received and marking the winning candidate and/or issue.

(b) Each certificate shall be signed by the judges of election; said certificate with ballots, poll lists and tally papers, and oath of inspector or one of the judges shall be endorsed “Election Returns,” and delivered to the City Clerk. [Code 1979 § 5.22.]
