A. OVERVIEW

1. Description and Purpose The purpose of this policy is to establish a consistent method for the development of employment agreements.

2. Applicability This policy applies all to employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with all disciplinary policies of the City.

B. POLICY AND PROCEDURE

1. Employment agreements may be entered into with employees hired to regular budgeted positions, either on a full-time or part-time basis subject to specific employment requirements and benefits as defined in the employment contract. Agreements typically include top management positions within the City, including but not limited to the City Manager, Department Directors and may also include employees recruited from outside St. Paul Island because of their special skills and/or qualifications.

2. Employment agreements shall be reviewed by City’s personnel attorney prior to entering into any agreement.

3. The City Manager shall prepare and approve all employment agreements other than his/her own. The City Council shall approve City Manager employment agreements.

4. All employment agreements shall follow the Employment Agreement Template.

5. Provisions of employment agreements shall abide by this policy unless specifically outlined and any disparity approved by the City Council.
