A. OVERVIEW

1. Description and Purpose The purpose of this policy is to establish a probationary period to evaluate the employee’s skills, interpersonal skills, work habits, and performance abilities to satisfactorily perform the duties of the position.

2. Applicability This policy applies all to employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with all disciplinary policies of the City.

B. POLICY AND PROCEDURE

1. All newly hired regular employees will serve on probationary status as follows:

a. Probationary status shall be for a period of ninety (90) calendar days from the first day of duty unless otherwise specified in a job description or employment agreement.

b. If Leave Without Pay is required during this period, the probation completion date may be adjusted.

c. While serving in probationary status, an employee may be dismissed with or without cause at the discretion of the Department Director, subject to the approval of the City Manager.

d. The probationary period will begin on the first day of work for new hires.

2. Employees who are transferred or promoted to another position within the City shall not be required to serve in a probationary status as outlined above but shall be required to serve a modified probationary period in the new position for ninety (90) calendar days.

a. Benefits shall continue to accrue as earned in the former position.

b. An employee who is unable to perform satisfactorily in the new position may be returned to his original position.

c. Performance evaluations shall be performed per Section B.3 in this policy.

d. Probationary time in this category may be waived per Section B.6 in this policy.

3. Evaluating Performance of Employee on Probationary Status

a. A probationary employee appointed to a regular position shall attain regular status only after a satisfactory performance evaluation is completed by their supervisor.

b. Under no circumstances shall the completion of a performance evaluation for a probationary employee be delayed beyond sixty (60) days of the scheduled end of the probationary period. Should a delay of more than sixty (60) days occur, the probationary employee shall be considered to have sufficient grounds for grievance.

c. Probationary periods may be waived for transferred/promoted employees subject to approval of the City Manager.

4. Temporary employees do not serve a probationary period.

5. During the probationary period employees are not eligible to file a complaint (City Personnel Policy Number 13) regarding a personnel action.

6. The Department Director, subject to the approval of the City Manager, may extend the probationary period if special circumstances warrant additional evaluation.
