A. OVERVIEW

1. Description and Purpose The purpose of this policy is to establish a wage and salary scale the City of Saint Paul (City).

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with all disciplinary policies of the City.

B. POLICY AND PROCEDURE

1. The City Manager shall develop a Wage and Salary Scale for each position within the City.

2. The City Council shall approve Wage and Salary Scale developed by the City Manager.

3. Advancements or regressions on the Wage and Salary Scale shall be based on merit; performance; and/or certifications, education, or training acquired for a particular position.

4. Pay increases or decreases may not exceed ten percent (10%) over a one (1) year period for the same or equivalent position.

5. The City Manager shall review and update the Wage and Salary Scale on an annual basis.

6. Due to the sensitive nature of wage and salary information; the Wage and Salary Scale will not be made available to the public or employees that do not hold a position of Director or equivalent level position to a Director.
