This Code of Ordinances shall take effect and be in force from and after its approval as required by law. The existing Code of Ordinances as revised in October 1973 and amended in various respects thereafter is hereby repealed. Any other ordinance or part of an ordinance which is not in effect and in conflict with any part of this Code of Ordinances is hereby repealed. All noncode ordinances which are not in conflict with this Code of Ordinances are not repealed hereby and remain in full force and effect. [Code 1979 § 16.1.]
