(a) All records relating to the general governmental affairs of the City shall be public records, except as otherwise provided by law. They shall be available for inspection, copying, or reproduction at reasonable times and at a reasonable charge. Such records, or copies duly certified by the City Clerk, shall be prima facie evidence of their contents.

(b) The City Clerk shall secure at least one copy of AS Title 29, which contains the basic laws relating to second class cities, and make it available for inspection by any resident. AS Title 29 revisions shall be incorporated as they are published. [Code 1979 § 1.05.]
