(a) Required Sewer Connections. One service connection shall be constructed and installed from the sewer main to each building on the abutting property or one service connection shall service all buildings on one lot. The property owner shall be responsible for the payment of billings for all premises on the property, unless otherwise agreed by the City. New, replaced, or upgraded sewer service connections and extensions shall not cross property lines unless approved by the City. Abandoned or unused sewer service connections shall be disconnected at the main at the customer’s expense.

(b) Compliance of Specifications. Sewer connections and sewer extensions shall be constructed and installed in compliance with standard construction specifications of the City and/or the State of Alaska. New sewer connections and extensions as well as repairs to existing connections must be inspected by a City representative before the service is connected or construction is covered over. An inspection fee, in an amount set forth in CCO 13.10.120, shall be paid at the time of the application for a permit to construct the sewer connection or extension or repair the sewer connections or extension.

(c) Governmental Permits. The developer, property owner or contractor shall acquire all permits and pay all fees established by any required governmental unit as a condition for the installation, construction or disconnection of a sewer service connection or extension. If any other governmental unit requires the City to obtain a permit and accept responsibility for a customer-constructed facility, the developer, owner, or contractor shall reimburse the City for all costs incurred to obtain such a permit and provide a two-year guarantee secured by a bond or a deposit sufficient to cover possible damages or liability to the City.

(d) Location of Keyboxes and City Sewer Facilities. The City shall locate the keybox once for each location where a customer receives service without charge. In all other cases the City will charge for such locate services as provided in CCO 13.10.120.

At the request of a customer, the City shall locate its facilities for the purpose of excavation or construction. The City will provide such locate services without charge during normal business hours. If the customer requests that the City perform the locate outside of the normal business hours, the City will charge for the locate as provided in CCO 13.10.120. [Res. 94-10, 1994.
