Fees and Terms. All fees and charges for use of harbor facilities, terms of agreements, and procedures for making payments shall be established by the City. Failure of any boat owner, master, operator or managing agent to register and pay service fees provided by the City shall be presumed to be an abandonment. [Ord. 89-02 § 2 (Att.), 1988.
