(a) An owner, operator or agent may protest the payment of the passenger wharfage fees charged under this chapter by paying the fees within the time established for payment of the fees and providing the City Manager with a written statement of protest specifying the amount of fees paid and the basis for the protest. The City Manager’s decision regarding the protest shall be in writing and shall be a final decision. Such decision may be appealed to the Superior Court in the first judicial district for the State of Alaska. [Ord. 23-01 § 2 (Exh. A), 2023.]
