(a) It shall be the duty of the Clerk to appoint from the qualified electors of the City three judges of election, one of whom shall be designated chairman, who shall constitute the Board of Election, whose duty it shall be to conduct City elections and protect such elections from fraud, deceit or other misconduct.

(b) The chairman and judges of election shall, before entering upon the discharge of their separate duties, severally take and subscribe the oath or affirmation, which shall be administered by any officer authorized to administer oaths in the State of Alaska.

(c) Any member of the Board of Election shall have the power to and shall administer and certify oaths required to be administered during the progress of any election.

(d) The Board of Election shall have the power to fill any vacancy which may occur in the Board during the progress of any election.

(e) At least one judge shall be bilingual in English and Aleut. [Code 1979 § 5.7.]
