(a) If two candidates running for the same seat are tied in the number of votes cast, and a Council seat cannot be filled because of that tie, a run-off election shall be held between the two candidates.

(b) If a run-off election is required, it shall be held within three weeks after the date of certification of the election for which a run-off is required, and notice of the run-off election shall be posted at least five days before the election date. [Code 1979 § 5.25.]
