(a) Contents of Complaint. Complaints against the utility shall be made first to the utility. The complaint need not be in any particular form; however, the complaint must be in writing and, at a minimum, state the substance of the complaint or dispute and request the City take specific action or propose a specific remedy.

(b) Appeal Procedure. If the person aggrieved is not satisfied with the disposition of his complaint, he may bring the complaint to the City Council. [Res. 94-14, 1994. Code 1979 WU § 13.0.]
