(a) The City Manager shall establish a schedule of fees and penalties setting forth (1) the fees for the filing of preliminary plat applications, final plat applications, variance applications, zoning amendments, use determinations, other applications, appeals, and reviews or actions of the City staff under this title, and (2) the penalties for failure to comply, which fee and penalty schedule shall be approved by the Council.

(b) The fee and penalty schedule may be amended from time to time with Council approval.

(c) No action shall be taken on an application or an appeal until fees, charges and expenses associated with such application have been timely paid in full. [Code 1979 § 15.01.060.]
