(a) Each proposed subdivision shall:

(1) Comply with the provisions of AS 40.15 and 29.40, as each may be amended from time to time, and all other relevant laws and regulations;

(2) Comply with all applicable ordinances of the City, the comprehensive plan, the coastal zone management plan, and all other plans adopted by the Council prior to the approval of the preliminary plat for such subdivision;

(3) Contain approvable building sites on each proposed lot, as defined within this title, except for lots specifically set aside and dedicated (i) as hazardous slope setbacks, (ii) as special drainage easements, and/or (iii) as open space and greenbelts;

(4) Designate lots and blocks using a numbering system consistent with previously approved subdivisions;

(5) Include a subdivision name that is not so similar to an existing subdivision as to cause confusion;

(6) Guarantee all lots access to public roads or to private roads that connect to public roads if such private roads are created by easement or dedication to a homeowner’s association;

(7) Provide for the design and construction of necessary roads to standards adopted by the City Public Works Department; and

(8) Provide for streets to intersect as nearly as possible at right angles with not more than two streets to intersect at one point.

(b) The size, shape and orientation of lots shall be appropriate for the location and physical attributes of the subdivision and for the type of development contemplated as determined by the Zoning Administrator. Generally, lots should meet the following dimension and size standards:

(1) Lots should be designed with a suitable proportion between width and depth. Normal lot width should not be less than 80 feet. Normal lot depth should not exceed two and one-half times the width, nor be less than 100 feet. Unless otherwise provided, lots shall in no instance be less than 8,000 square feet in total area;

(2) Depth and width of properties reserved or laid out for commercial and industrial purposes shall be adequate to provide for the off-street service and parking facilities required by the type of use and development contemplated;

(3) Corner lots should be designed to permit a setback on all lot lines abutting streets;

(4) Residential lots abutting on streets and roads shall be platted with sufficient depth to permit adequate separation between the residences and such traffic ways; and

(5) Side lot lines shall be substantially at right angles or radial to street lines. [Code 1979 § 16.03.030.]
