In order to classify, regulate and segregate the use of land, buildings, and structures, to regulate and restrict the height and bulk of buildings, and to regulate the area of yards and other open spaces about buildings, and in accordance with the provisions of State law, all land within the corporate limits of the City of Saint Paul shall be classified in one of the following zones:
