(a) The Zoning Administrator shall have the following powers:

(1) Make any determination tasked to the Zoning Administrator in this Code of Ordinances;

(2) Make recommendations to the City Council for an amendment to the zoning map or the text of this chapter or Chapter 18.05 or 18.25 CCO;

(3) Approve conditional use permits under CCO 18.25.090 and variances under CCO 18.30.030;

(4) If requested, make recommendations to a property owner on the property owner’s plans for the developing, improving, revitalization, reconstruction, and/or redevelopment of real property and improvements located on St. Paul Island including plans for both new construction and repairs necessitated by destruction or damage to existing structures as set forth in CCO 18.15.070;

(5) Issue a notice of potential violation to any real property owner or person with an interest in real property who, in the opinion of the Zoning Administrator, is engaging in activities that violate this Code of Ordinances;

(6) Approve the type, location, and sequence of all public improvements and determine whether the proposed improvement is consistent with planning principles;

(7) Approve the relocation, removal, extension, or change of use of existing or future public ways, grounds, spaces, buildings, properties, and utilities;

(8) Investigate any matter related to land use planning;

(9) Make or cause to be made surveys, maps, and plans relating to the location and design of any public building, dock, beach, statue, memorial, park, street, alley, or playground; and

(10) All other powers necessary to exercise any of the duties granted to the Zoning Administrator under this Code of Ordinances.

(b) In making any determination authorized under this Code of Ordinances, the Zoning Administrator must consider the purpose and intent of the comprehensive plan, this chapter and Chapters 18.05 and 18.25 CCO, and other relevant provisions of this Code of Ordinances. All determinations shall be in written form and maintained for review by the Planning and Zoning Commission or City Council upon request. [Code 1979 § 15.03.010.]
