As used in this chapter, the following definitions apply:

Councilmember” means any appointed or elected official including but not limited to City Councilmembers.

Education” means presenting information from a position of neutrality.

Financial interest” means any occupation, right, title, claim, property investment, benefit, concern, debt, liability or obligation that will foreseeably be made more or less valuable directly or indirectly by official action.

Gift” means an item of value, including but not limited to money, cash equivalents, services, discounts, meals, and entertainment. Gifts that are not connected with the recipient’s status as a public servant are outside the scope of this chapter.

Immediate family” means the spouse, child (including a stepchild and an adoptive child), parent, sibling, grandparent, aunt or uncle of the person; a parent or sibling of the person’s spouse; and any member of the person’s household.

Official action” means participation in a process, including deliberation, in which a decision or recommendation is reached. Official action includes any act or failure to act by a public servant or employee, but does not include: clerical or ministerial action on a matter, and action on a matter that does not substantially evaluate or impact the merits of the recommendation or decision.

Partisan activity” means an act for the purpose of supporting a party, cause, or action.

Political activity” means an act for the purpose of influencing the outcome of an election. Election includes ballot, bond, or candidate elections. [Ord. 19-03 § 2 (Att.), 2019.]
