The City Council shall consist of seven Councilmembers elected at large in the City. The term of office shall be three years. The terms of office shall be overlapping.

The term of office for Councilmembers shall begin on the Wednesday following certification of the election. The Council shall exercise the legislative and policy-making powers of the City, and shall provide for the performance of all duties and obligations imposed upon the City by law and ordinance.
