(a) The vote on all matters considered by the Council at meetings shall be taken by voice vote on a “yes” or “no” basis and shall be entered into the record. The final vote on each ordinance, resolution, or substantive motion shall be a recorded roll call vote; the Clerk shall read a roll call of Councilmembers and each vote shall be given and recorded on an individual basis. The Clerk of the City shall record the number of votes cast for and against each matter decided by roll call vote, except that where the vote is unanimous, the Clerk may so state.

(b) All Councilmembers shall vote unless the Council permits a member to abstain. To abstain, a member must request to be excused from voting before the vote is called. No Councilmember shall participate in any decision in which the Council determines either that such Councilmember has a conflict of interest, as defined in this chapter, or that such Councilmember has a personal interest or involvement in the issue being voted on which would prevent that Councilmember from fairly evaluating the issue, or that, based on all surrounding circumstances, participation by such Councilmember would create the appearance of impropriety in the proceedings.
