(a) Special Council meetings may be held at the place, time, and date convenient to the Council and which gives reasonable accommodation to the public, provided:

(1) The meeting gives reasonable accommodation to the public;

(2) The meeting is called by the City Clerk on request of the Mayor, or two Councilmembers; and

(3) Each Councilmember is given at least 24 hours’ oral or written notice.

(b) In an emergency, a special meeting shall be a legal meeting if there is a quorum and all members have been notified. [Ord. 19-03 § 2 (Att.), 2019.]
