A. OVERVIEW

1. Description and Purpose The following policy describes cost of living adjustment (COLA) and merit increases for the City of Saint Paul (City).

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with any and all disciplinary policies of the City.

B. POLICY AND PROCEDURE

1. Cost of Living Adjustment (COLA)

a. Except for contracted employees, cost of living increases may be approved by the City Council.

b. Cost of living pay increase or decreases shall not exceed seven percent (7%) per calendar year.

c. The City Manager in consultation with Department Directors shall make a recommendation to the City Council on the percentage of any increase or decrease in cost of living.

2. Merit Increases

a. Except for contracted employees, merit increases may be granted on a case-by-case basis on an annual basis.

b. A merit increase shall not exceed ten percent (10%) of the hourly or salary compensation rate of the employee.

c. The basis for determining and granting a merit increase shall be based on the employee’s probationary or annual performance evaluation.

d. The employee’s immediate supervisor shall recommend to the Department Director the merit increase amount. The Department Director and City Manager shall approve the merit increase in writing.
