A. OVERVIEW

1. Description and Purpose This policy establishes general rules for City of Saint Paul (City) employees requesting leave. Additionally, this policy establishes the types of leave available to employees.

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with any and all disciplinary policies of the City or denial of leave.

B. POLICY AND PROCEDURE

1. Leave is defined as any authorized absence with or without pay during regularly scheduled work hours with the advance approval by the immediate supervisor.

2. Leave shall be granted in accordance with policy that addresses the leave being requested. Leave will be granted on the basis of the work requirements of the employee’s position, responsibilities, and duties. Whenever possible and without disruption of work assignments and responsibilities, the personal wishes of the employee will be honored.

3. An employee must request leave at least two (2) workdays in advance in writing.

4. Leave shall be granted or denied in writing by the employee’s immediate supervisor.

5. While on paid leave, an employee shall be paid at the employee’s current hourly internal rate of pay.

6. The following types of leave are available to eligible employees:

a. Annual Leave

b. Sick Leave

c. Alaska Family Leave

d. Administrative Leave

e. Military Leave

f. Voluntary Service Leave

g. Court Leave

h. Emergency Leave

i. Special Leave

j. Leave Without Pay

7. Leave Request or Leave Request Form

a. A Leave Request using the time keeping system or a Leave Request Form must be completed by the employee requesting leave and turned in to the employee’s immediate supervisor for approval or denial at least two (2) workdays in advance of taking any leave, unless an employee is ill or unless specified in the specific other leave policy. This allows for the employee and his/her immediate supervisor to prepare for the employee’s time off and assure staffing needs are met.

i. If the employee is ill, a Leave Request using the time keeping system or a Leave Request Form must be completed within one (1) workday upon returning to work.

b. The employee’s immediate supervisor shall review the Leave Request using the time keeping system or a Leave Request Form and inform the employee if his/her leave is approved within one (1) workday after receiving the leave request.
