(a) Water Service. The City provides water on permanent basis for residential, commercial, industrial, institutional, and fire protection uses. The water provided contains an adequate residual of chlorine to meet the minimum health requirements of the State of Alaska and the Environmental Protection Agency.

(b) Permanent/Temporary Services. To accommodate seasonal needs, the City may provide water service to commercial or industrial facilities to be turned on annually at a date specified by the customer each spring and discontinued at a date in the fall or winter designated by the customer. The customer will be billed for turning on, shutting off, and, if necessary, draining the utility service facilities according to established fee schedules provided in these rules and regulations.

(c) Temporary Construction Service. The City may provide service to a building site for use by the building contractor or developer for on-site construction from an existing approved main and service connection to the lot at the customer’s expense and subject to the capacity of the water supply and distribution system. The customer must submit a written application for this service and pay for the cost of the service connection and extension and for the actual period of service or a minimum of 30 days whichever is greater. The customer may not provide or make water available to any other customer, user, lot or location. If these rules and regulations require the completed building to be metered, the construction service may be metered.

(d) Temporary Off-Site Construction Service. Temporary off-site construction service will normally be provided only during the period between April and October of each year through a temporary connection to a hydrant which the City may require to be insulated. Service will be made available at other times only if the City determines that a substantial risk of freezing is not prevalent. Water will not be provided from a temporary main-tap if the City determines that the temporary service would produce significant pressure losses to permanent customers. A customer receiving temporary off-site construction service will be billed for the actual period of service or for a minimum of 30 days, whichever is greater.

(1) Permits. Permits for temporary off-site construction service by a temporary metered connection to a fire hydrant may be issued by the City, upon payment of a fee as provided in CCO 13.15.140, under the following conditions:

(i) The permittee must complete an application specifying the type of service needed or, if service is to be provided using a vehicle, the type and make of vehicle for which the permit will be issued, its capacity, the license number and color of the vehicle, the nature of the job, and number of days that the permit will be used and any other information determined by the City to be necessary. If a vehicle will not be utilized, the applicant shall state the estimated quantity of water to be used per day, type of project, water use, and other information determined by the City to be necessary.

(ii) One permit will be issued for each vehicle that will be taking water and each nonvehicle service. Vehicle permits must be prominently displayed on that vehicle at all times during the effective period of that permit. Nonvehicle permits shall be retained in the possession of the supervisor of the project.

(iii) Permits issued by the City for temporary connection to a fire hydrant are revocable for just cause by the City and the permittee must discontinue use immediately upon request by the City. A permit may not be issued to an applicant who has a delinquent account for water service. Permits are not transferable.

(2) Billing. The billing for metered service under this section may not be less than the flat-rate charge, if applicable, that would otherwise be applied for service of the same category. The customer shall provide his own meter conforming to City specifications and other requirements. All costs incurred by the City in providing such temporary service shall be reimbursed by the customer, including the cost of removal. [Res. 94-14, 1994. Code 1979 WU § 4.0.]
