The City Treasurer shall open and maintain a separate fund entitled “Saint Paul harbor fund.” All mooring rentals and other fees arising out of the operation of the boat harbor facilities by the City, received by the City, shall be deposited to this fund and used exclusively for such costs of operation, maintenance, and supervision of the boat harbor facilities as the Council may from time to time authorize; except that when advances are made by the City Council to the fund from the City general fund, the Saint Paul harbor fund shall reimburse the general fund as per the provisions set forth by the City Council at the time of the advance.
