(a) This chapter and Chapters 18.25 and 18.30 CCO shall be known as the “zoning ordinance of the City of Saint Paul.”

(b) This chapter and Chapters 18.25 and 18.30 CCO are adopted for the purposes of promoting the health, safety, and general welfare of the people of St. Paul Island and achieving the following objectives:

(1) Foster and preserve public health, safety, comfort, and welfare, and aid in the harmonious, orderly, aesthetically pleasing, socially beneficial, and environmentally compatible development of the City in accordance with the City’s coastal management plan adopted August 4, 1988, as amended and the comprehensive plan;

(2) Provide for an efficient land use review process that ensures that the interests of the public and all property owners are addressed as part of land development and use;

(3) Assist in the enforcement of State and Federal law applicable to land use, which frequently is difficult on St. Paul Island due to its remote location, by making compliance with such law a factor to be considered in issuing permits and approvals hereunder;

(4) Eliminate or reduce public and private nuisances and conflicts between land uses;

(5) Provide mechanisms for the enforcement of the provisions of this chapter and Chapters 18.25 and 18.30 CCO and other City ordinances applicable to land development; and

(6) Fully exercise the authority of the City concerning planning and land use regulation without taking or damaging private property within the meaning of the United States and Alaska Constitutions and in conformance with the provisions of AS 29.40. [Code 1979 § 15.01.020.]
