(a) The Planning and Zoning Commission shall have the following duties:

(1) Review, recommend and administer measures necessary to implement the comprehensive plan;

(2) Make recommendations to the Council regarding modifications, amendments, changes and updates to the comprehensive plan;

(3) Hold hearings, make recommendations, and otherwise administer the subdivision provisions set out in this Code of Ordinances to the extent not delegated to the Zoning Administrator;

(4) Draft an official zoning map of St. Paul Island and make recommendations to the Council for the approval or disapproval of proposed changes to such map or to the provisions of Chapters 18.05, 18.25 and 18.30 CCO;

(5) Promote public interest in and understanding of the comprehensive plan and of planning, zoning, and subdivision processes; and

(6) Perform all other duties assigned to the Planning and Zoning Commission in this Code of Ordinances.

(b) Except where the duties identified in subsection (a) of this section are specifically described as being to provide advice or recommendations to the Council or others, the Planning and Zoning Commission shall have full authority to perform its duties and make final decisions, subject to appeal as set forth in CCO 18.10.080.

(c) A recommendation of the Planning and Zoning Commission authorized by this section shall be treated as a new matter by the body receiving the recommendation and shall not be limited to a review of the record. [Code 1979 § 14.02.030.]
