A permittee may appeal the denial or revocation of a permit by the City Manager to the Council. The Council shall hear the appeal and decide the matter solely on the basis of the City’s record, a written brief and oral testimony from the person who was denied a permit, and a written brief and oral or written testimony of the City Manager and/or other City department representative.
