(a) This chapter governs all subdivisions within the City of Saint Paul. Except as otherwise provided by State or Federal law, this chapter shall apply to subdivisions of land owned by the United States of America, the State of Alaska, instrumentalities of either of the foregoing, and the City in the same manner as it applies to subdivisions of land owned by private persons.

(b) This chapter is adopted for the purposes of promoting the health, safety, and general welfare of the people of St. Paul Island and achieving the following objectives:

(1) All objectives set forth in CCO 18.05.020(b);

(2) Ensure that new development has all private and public infrastructure necessary to serve it;

(3) Regulate the subdivision of land so that boundary disputes are minimized and land title is more certain and marketable; and

(4) Require each new land development to contribute its proportionate share of the funds, land, and public facilities which are reasonably necessary to mitigate the impacts that such new development has on public facilities and services. [Code 1979 § 16.01.020.]
