(a) As required by AS 40.15.010, no person may offer to sell, enter into a contract to sell, transfer, or sell land in a subdivision before a plat of the subdivision has been prepared, approved and recorded in accordance with this chapter and State law or the person has filed a record of survey meeting the requirements of CCO 18.20.080(d).

(b) No person may record a plat unless it has been approved by the Council according to the procedures set forth in this chapter. [Code 1979 § 16.01.040.]
