Vacations of streets, alleys, crossings, sidewalks, or other public ways dedicated to the City or established may be vacated only with Council approval. The Council must find that the street, alley, crossing, sidewalks, or other public ways are no longer necessary for the public welfare or that the public welfare will be enhanced by the vacation. If the Council determines that all or a portion of the area proposed to be vacated under this section should be devoted to another public purpose, title to the area vacated shall remain in the name of the City and be held for such other public purpose.
