(a) This chapter shall not apply to any disposition of property made in connection with the litigation now pending between the Tanadgusix Corporation and the City of Saint Paul entitled City of Saint Paul v. Donald Evans, U.S. District Court for the District of Alaska, Case No. 3:97-ev-0181-HRH.

(b) The City of Saint Paul may sell, lease, donate, exchange or otherwise dispose of any surplus, obsolete, or unneeded personal property, real property or enterprise property using the methods and procedures set forth in this chapter.

(c) Property may not be sold or leased for less than the value established under the applicable approach set forth in CCO 4.20.040.

(d) For dispositions requiring City Council approval, the City Council may decide to discontinue a disposition at any time prior to the execution of the conveyance document for the sale or lease of the property. For dispositions within the authority of the City Manager, the City Manager may decide to discontinue a disposition at any time prior to the execution of the conveyance document for the sale or lease of the property.
