A. OVERVIEW

1. Description and Purpose This policy establishes policies and procedures for special leave for the City of Saint Paul (City).

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with any and all disciplinary policies of the City or denial of leave.

B. POLICY AND PROCEDURE

1. Any special leave granted is always on the provision that it is subject to the operational needs of the work area of the particular employee and requires approval and granting by the City Manager.

2. Special leave is not an entitlement, and the City not required to grant it.

3. The aim of the special leave is to provide a framework that enables employees to request reasonable time off for:

a. Essential civic and public duties

b. Voting

c. Religious or belief-related obligations

d. Weather days, when nice weather occurs

e. Providing for work life balance

4. Please note that all other types of leave including annual leave, sick leave, Alaska family leave, administrative leave, military leave, volunteer service leave, court leave, emergency leave and leave without pay are out of scope of this policy.

5. It is recognized that it is not possible to cover all circumstances where special leave may be appropriate, therefore the City Manager will determine specific or exceptional circumstances not covered by this policy.

6. Special Leave will be subject to the following limitations:

a. Must be granted and approved in advance by the City Manager.

b. May not be granted to a single employee, rather a group of employees within a certain department, division, or unit.

c. May only be granted up to no more than eight (8) hours.

d. Shall be recorded on the employee’s time sheet on a separate line item titled “Special Leave”.

e. The employee shall receive their normal rate of pay for hours on special leave.
