Article III. Plat Specifications and Subdivision Design

(a) Each preliminary plat shall include all contiguous land under the applicant’s ownership within 1,000 feet from or within the same quarter section as any portion included within the specific application, whichever is greater. If only a portion of the applicant’s property is intended for immediate development, the remaining portion shall be given a tract designation and shall be included as part of the preliminary and final plat. If the applicant intends to develop the land covered by the preliminary plat in phases, the application shall include a master plan specifying the timing and sequence of development.

(b) An application for preliminary plat approval shall include four copies of blue or black line prints. All plats shall be of appropriate scale to show details appropriate to the decisions to be made and submitted on sheets of the same size: 18 by 24 inches, 24 by 36 inches or 30 by 42 inches. In addition, an application shall include at least one 11 by 17 physical (not electronic) copy of the preliminary plat.

(c) Each preliminary plat shall contain the following information:

(1) Title block enclosed in the bottom right corner of the preliminary plat showing (i) name of the proposed subdivision, (ii) scale, (iii) date, (iv) sheet number(s), (v) total area, (vi) description of parcel/tract being subdivided by reference to U.S. survey or prior plat number, lot number and block number, (vii) name and address of the owner of the property, subdivider (if not the owner) and surveyor preparing the preliminary plat, and (viii) surveyor’s seal;

(2) North arrow;

(3) Location of all existing and proposed property lines;

(4) Location and width of all rights-of-way and easements within, intersecting and/or adjacent to the proposed plat;

(5) Location of natural and constructed bodies of water and drainage flows;

(6) Location of significant natural features including cliffs, bluffs, and wetlands;

(7) Location of proposed lot lines, tract lines, and rights-of-way and easements, including approximate dimensions and areas of all lots and tracts, curve radii and lengths, and similar information;

(8) Location of any proposed public areas;

(9) Topography shall be shown with contour intervals of two feet;

(10) Preliminary location of streets, water supply, sewage disposal systems, other utilities, and other public improvement details to enable the Platting Board to make a preliminary determination as to conformance with local and State standards;

(11) Location of existing facilities, permanent buildings, and structures within the proposed subdivision and within 20 feet of the exterior boundaries thereof;

(12) Any additional information as required by the City Engineer and/or the Zoning Administrator; and

(13) Information required for a determination of compliance with the City of Saint Paul coastal zone management plan.

(d) In addition to the information required by subsection (c) of this section, the City Engineer or the Zoning Administrator may require the submission of a separate plan, certified by a qualified engineer licensed to practice in the State of Alaska, showing detailed drainage and topographic information including culverts and drainage ditches and the effect of the subdivision and associated development on downflow properties.
