(a) Other than by expiration of a member’s term, the Council shall declare a seat on a board, committee or commission vacant when a member:

(1) Is physically absent from St. Paul Island for 90 consecutive days unless excused by the board, committee, or commission;

(2) Announces or submits his or her resignation to the board, committee or commission;

(3) Is physically or mentally unable to perform the duties of office as determined by two-thirds vote of the board, committee, or commission;

(4) Is convicted of a felony or of an offense involving a violation of the oath of office;

(5) No longer physically resides on St. Paul Island and the board, committee, or commission by two-thirds vote declares the seat vacant; a vote is not required if a member of the board, committee, or commission forfeits office under AS 29.20.140(a);

(6) Misses three consecutively held meetings;

(7) Fails to qualify and take his/her office within 30 days after his/her confirmation by the Council.

(b) If a member of the board, committee, or commission misses one-half of the meetings held during any calendar year of his or her term in office, the seat shall be automatically vacated.

(c) Members may be removed for reasonable cause by the Council at any time.

(d) The City Clerk shall keep the necessary records regarding attendance and qualifications and shall advise the Council when any vacancies occur on any board, committee or commission.

(e) In the event of a vacancy on a board, committee, or commission for any reason other than normal expiration of a term of office, the City Clerk shall cause notice thereof to be posted at City Hall identifying the vacancies and any qualifications of members. The Mayor shall nominate, and the Council shall appoint, a new member for the remaining unexpired term in accordance with CCO 2.05.040. [Ord. 09-03, 2009. Code 1979 § 1.12.080.]
