A. OVERVIEW

1. Description and Purpose This policy establishes rules for administrative leave for the City of Saint Paul (City).

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with any and all disciplinary policies of the City or denial of leave.

B. POLICY AND PROCEDURE

1. Administrative Leave is an administratively authorized absence from duty without loss of pay or charge to leave.

2. Administrative Leave is not an entitlement, and the City not required to grant it.

3. Administrative Leave is usually granted to executive level employees (e.g. City Manager and Department Directors) and contract employees (e.g. City Manager, Department Directors, Police Officers). Administrative Leave may be granted to regular full-time employees by the City Manager on a case by case basis.

4. Administrative Leave may be granted for up to twenty-four (24) days.

5. Administrative Leave will be subject to the following limitations:

a. Scheduled days off will not count as Administrative Leave days.

b. Unused Administrative Leave will not be carried over and shall have no cash value at anniversary end or the termination of employment.

c. Administrative Leave will not be authorized on the day that immediately precedes the last day of employment with the City.

d. Requests for Administrative Leave must be submitted to the employee’s immediate supervisor in advance using the Leave Request in the time keeping system or Leave Request Form.

6. Employees who are granted Administrative Leave may use the leave in combination with other types of paid leave.

7. Administrative leave is subject the rules specified in the General Leave Rules Policy Number 04.03.01.
