(a) A person who discharges a firearm at, into, in, through or against a public or private building, or within the area designated on the map attached as Exhibit A, or who discharges a firearm in a reckless manner with attendant risk to property or personal injury, is upon conviction, guilty of a City offense and is punishable as set forth in CCO 9.05.020.

(b) Any person under the age of 16 using or possessing a firearm unless under the supervision of an adult is, upon conviction, guilty of a City offense and is punishable as set forth in CCO 9.05.020.

(c) A “firearm” is defined as:

(1) A loaded or unloaded pistol, revolver, rifle, or shotgun; or

(2) Any weapon, whether loaded or unloaded, designed for discharging a shot capable of causing death or serious physical injury.

(d) Serious physical injury” is defined as physical injury which creates a substantial risk of death or which causes serious and prolonged disfigurement, prolonged impairment of health, or prolonged loss or impairment of the function of a bodily organ, or physical injury which unlawfully terminates a pregnancy.

(e) The Council of the City of Saint Paul adopts Map Number Three (titled “Subsistence Activities”) to implement subsistence hunting areas and allow the discharge of firearms for the purposes of hunting marine mammals and land mammals.

(f) The Council of the City of Saint Paul adopts Map Number Four (titled “Subsistence Activities – Avian and Berries”) to implement subsistence hunting areas and allow the discharge of firearms for the purposes of hunting waterfowl. [Res. 88-04, 1987; Ord. 80-17, 1981. Code 1979 § 8.6.]
