A. OVERVIEW

1. Description and Purpose This policy establishes policies and procedures for employees of the City of Saint Paul (City) who are volunteer emergency responders and leave their jobs to respond to an emergency.

2. Applicability This policy applies to all employees of the City.

3. Failure to Comply Failure to comply with this policy may result in disciplinary action in accordance with any and all disciplinary policies of the City.

B. POLICY AND PROCEDURE

1. The City recognizes the important contribution made by employees of the City in volunteering to respond to emergency incidents as fire, emergency medical service (EMS), and/or search and rescue (SAR) personnel.

2. Any City employee who is an active volunteer fire, EMS, and/or SAR member shall not forfeit any pay due to responding to a legitimate emergency while responding during their regular work schedule.

3. The City Department of Public Safety shall be responsible for maintaining, updating and confirming active volunteer fire, EMS, and/or SAR members.

4. The Director of Public Safety/Chief of Police shall determine a legitimate emergency.

5. Any City employee who is an active volunteer fire, EMS, and/or SAR member responding to a legitimate emergency during regular work hours shall record the hours spent on responding to that emergency as regular hours worked on their timesheet.

6. Any City employee who is an active volunteer fire, EMS, and/or SAR member responding to a legitimate emergency shall not receive overtime, holiday, and differential pay.

7. Any City employee who is an active volunteer fire, EMS, and/or SAR member responding to a legitimate emergency shall return to work within one (1) hour after the emergency is over, if their emergency is over during their regular work schedule. Failure to report to work after an emergency will constitute an unauthorized absence from work.

8. The employee shall document the volunteer service leave on a Leave Request using the time keeping system or Leave Request Form after returning to work.

9. Volunteer service leave is subject the rules specified in the General Leave Rules Policy Number 04.03.01.
