(a) An applicant shall submit four copies of the final plat meeting the specifications set forth in CCO 18.20.150, the subdivision design standards set forth in CCO 18.20.160, and the fee set forth in the schedule of fees. In addition, the applicant shall submit proof in a form acceptable to the Zoning Administrator of construction of all public improvements required as a condition of the preliminary plat and acceptance of all such public improvements by the Public Works Department.

(b) The Zoning Administrator shall review the application for completeness. An incomplete application shall be returned to the applicant with written comments identifying the missing item(s). If the application is complete, the Zoning Administrator shall review the final plat and decide whether it is substantially similar to the preliminary plat.

(1) If the Zoning Administrator decides the final plat is substantially similar to the preliminary plat, then the final plat shall be sent to the Planning and Zoning Commission with a recommendation for approval. The Planning and Zoning Commission shall approve the final plat unless it finds that the final plat is not substantially similar to the preliminary plat, in which case the Planning and Zoning Commission shall schedule a public hearing on the final plat.

(2) If the Zoning Administrator decides the final plat is not substantially similar to the preliminary plat, s/he shall schedule an additional public hearing before the Planning and Zoning Commission to be held on a date which is not less than 10 days nor more than 30 days after the determination that the final plat is not substantially similar to the preliminary plat.

(c) Planning and Zoning Commission approval of the final plat constitutes acceptance of all public streets, alleys, easements, or other open spaces dedicated to public purposes, which acceptance is not effective until recordation of the final plat.

(d) Not more than 30 days after Planning and Zoning Commission approval, the City Clerk shall provide the applicant with the original executed final plat. The applicant is responsible for recording the final plat. [Code 1979 § 16.02.040.]
