(a) An applicant may choose to proceed under the abbreviated plat process set forth in this section if the proposed subdivision meets all of the requirements set forth in this section. The applicant shall submit four copies of a preliminary plat meeting the specifications set forth in CCO 18.20.140 and the subdivision design standards set forth in CCO 18.20.160 along with the fee for the abbreviated plat process set forth in the schedule of fees.

(b) An application to proceed under the abbreviated plat process must include information sufficient to demonstrate that the proposed subdivision meets the subdivision design standards set forth in CCO 18.20.160 and the requirements of subsections (b)(1) through (b)(4) of this section. Such application shall be reviewed by the Zoning Administrator under this abbreviated plat process after submission and without a public hearing, but with public notice to persons described in CCO 18.10.070(a)(1)(i) and posting in accordance with the process set forth in CCO 18.10.070(a)(1)(ii). The Zoning Administrator shall approve the submission if it:

(1) Subdivides a single lot into not more than four lots;

(2) Provides legal and physical access to a public street or road for each lot created by the subdivision;

(3) Does not contain or require a dedication of a street, right-of-way or other area; and

(4) Does not require a vacation of a public dedication of land or a variance from a subdivision regulation or design standard.

(c) If approved, the applicant shall be instructed to submit a final plat meeting the specifications set forth in CCO 18.20.150 for execution by the Zoning Administrator without the need for approval by the Planning and Zoning Commission.

(d) Notwithstanding the provisions of subsection (c) of this section, if the square footage of each lot proposed in the preliminary plat that will be created by the subdivision also exceeds five acres, the property owner may file a record of survey in lieu of a final plat. A record of survey shall be prepared and signed by a registered land surveyor licensed to practice in the State of Alaska as three blue or blackline prints on 24-inch by 36-inch paper, at a scale of either 40, 50, 60 or 100 feet to an inch, scaled appropriately for the size of the property being platted which includes a title block in the lower right-hand corner of the plat containing the following information:

(1) Proposed name of the subdivision in prominent letters;

(2) Location of the area to be subdivided by reference to U.S. survey, public land description or prior subdivision name;

(3) The date;

(4) Horizontal scale which shall be 100 feet to the inch or larger unless a smaller scale is approved by the Zoning Administrator; and

(5) Name and address of the owner and subdivider and the name of the registered land surveyor.

(e) The abbreviated plat process set forth in this section cannot be used if any of the real property proposed to be subdivided has been previously subdivided under this abbreviated plat process less than five years prior to the submission of the current application.
